Duties

As a Farm Loan Officer (FLO), you will:

  • Conduct interviews with loan applicants and review loan applications.

  • Gather factual information to determine applicant eligibility.

  • Provide technical advice, guidance, and credit counseling to loan applicants and borrowers.

  • Approve loans within your delegated authority.

  • Use knowledge of farm loan programs, eligibility requirements, farm credit, and financial management.

  • Apply technical knowledge of:

    • Farm operations

    • Land use and valuation

    • Crop and livestock production

    • Local markets and pricing

  • Receive structured on-the-job and classroom training in the administration of farm loan programs.

  • Support the Farm Loan Manager in administering programs across one or more counties.

  • Be reassigned if necessary after completing training, depending on agency workload or vacancies.

  • Complete the Farm Loan Training Program (mandatory for FLO positions).

Requirements

Conditions of Employment

  • Must be a U.S. citizen or national.

  • Males born after 12/31/1959 must be registered for Selective Service.

  • Subject to a background investigation and fingerprint check.

  • Must complete a one-year probationary period (unless already served).

  • Must use direct deposit for federal payments.

  • Must successfully pass the E-Verify employment check.

  • Must submit Confidential Financial Disclosure Form OGE-450 within 30 days of appointment (GS-11).

  • Must meet “Agricultural Loan Approval Authority” requirements for the GS-11 level.

Qualifications

To qualify, you must meet both eligibility and qualification requirements by the closing date of the announcement.

Education Requirements (Individual Occupational Requirements)

Acceptable fields of study include:
Finance, business administration, economics, accounting, insurance, engineering, mathematics, banking/credit, law, real estate, statistics, agriculture, agricultural economics, farm/livestock/ranch management, rural sociology, or other related fields.

OR

Experience Requirements

General Experience (GS-5)

Experience involving:

  • Gathering/analyzing data

  • Presenting findings clearly

  • Applying principles of financial analysis or insurance laws

Specialized Experience (Above GS-5)

Experience in:

  • Agricultural, commercial, real estate, or other loan types

  • Reviewing loan applications

  • Financial analysis

  • Loan servicing

  • Real estate appraisal

Grade Level Requirements

GS-5

  • Experience: 3 years general experience (one year at GS-4 level)

  • OR Education: 4-year bachelor’s degree

GS-7

  • Experience: 1 year of specialized experience at GS-5

  • OR Education: 1 year of graduate study or Superior Academic Achievement (SAA)

  • Time in Grade: 52 weeks at GS-5 (for federal employees)

GS-9

  • Experience: 1 year of specialized experience at GS-7

  • OR Education: Master’s degree or 2 years of graduate study or LL.B/J.D.

  • Time in Grade: 52 weeks at GS-7 (for federal employees)

Volunteer experience counts if it demonstrates required competencies.

Education Documentation

If qualifying by education, you must submit transcripts showing:

  • Course names and numbers

  • Credit hours

  • Grades earned

Foreign education must include a Certificate of Foreign Equivalency from a NACES-approved evaluator.

Will receive a career-conditional appointment and must complete a 1-year probationary period.
